Make our motorways safe. Keep the hard shoulders

What the petition asks
On 14th February 2015 my brother along with 3 other passengers were killed after a night out when their car had broken down on the hard shoulder.
Although the signs clearly stated the lane was for emergency use only, a driver continued to drive in the hard shoulder.

If the hard shoulder was for emergency use at all times this would never have happened.
This is not the first time people have been killed and it certainly wont be the last.
If we brake down on the motorway, where is our safe place?
We are all in unnecessary danger if we allow our motorways to have 'Smart lanes.'
70% of drivers feel unsafe driving on the motorway and there are concerns how long the gaps are to find a safe place to stop and many ignore the signs.
