Make breeding animals without a licence a criminal offence.

What the petition asks
Each year "ALMOST 50,000 pet dogs are being dumped by owners in Britain every year – with healthy animals being exterminated every TWO hours by agencies who are struggling to cope". "Authorities killed 5,142 stray dogs last year as Britain's abandoned pet crisis shows little sign of being solved".
If animals weren't so readily available to buy on the internet/private sales, if demand was far greater than the supply thus prices weren't so competitive/affordable then people wouldn't be so quick to buy one and be so irresponsible and careless once they become pet owners. I would like licensed breeders ONLY to sell pets in order for the government to have better control over the pet population/welfare, and a better approach to who animals are sold to, some form of vetting would be ideal.
