Allow current/new students to have free text books for university courses

What the petition asks
It is only fair that current/new students get the fulfilment of their university course they pay for (£9,000 a year), by providing free set text books for each course they are on.
With the decision made by the Government for tuition fees to rise further to £9,250 in the academic year of 2017, it is plausible for Parliament to enforce this.
