Make the Dubs Amendment use migrants' home culture for the test of adulthood.

What the petition asks
The Dubs Amendment is being abused. There is no way to sharply define someone of 18 who is physically an adult, hence many thousands of adults are likely exploiting this deficiency.
Most if not all of the Calais asylum seekers / economic migrants consider adulthood to be 14.5 years (15 lunar years). If the test of childhood were solely considered at this level of physical maturity, there would be far less abuse of the Dubs Amendment.
