Give Foster Carers employee rights. Why do they have to be self employed

What the petition asks

why is it Foster Carers Are forced to be self employed in a highly regulated profession. Local Authorities and Independent fostering agencies can get away without offering their foster Carers employment rights.
Foster Carers can only work for one IFA or LA they are not independent contractors
