Scrap the idea to hand over maintenance responsibility from Network Rail to TOCs

What the petition asks
Her Majesty's Government announced[1] a decision to instead of having a state run company maintaining Britain's rail network to instead hand over the responsibility to private TOC's. Her Majesty's Government has previously privatized the maintenance with disastrous results[2][3][4]
