Make parents who prevent other parents seeing there child liable for court fees

What the petition asks
I believe that any parent who prevents the other parent seeing their child/children without a valid reason should be held liable for any court costs, if it goes to court.
Myself and my daughter’s mum split up during the pregnancy. At first everything was fine, despite us no longer being together we still had regular contact regarding the pregnancy. Unfortunately it didn't last and at about 22 weeks into the pregnancy the contact seemed to stop. On numerous occasions I tried making contact with my daughter’s mum but to no avail. I later found out through a 3rd party about my daughter’s birth and despite numerous further attempts, I’ve still had no luck with contact.
