change child benefit allowance to take into account full household income

What the petition asks
To change the rate that child benifit has to be paid back. Currently two people in the same household can recieve 50k a year and claim child benifit, yet if one of the tax payers earns 60k and is the sole earner the whole child benifit needs to be paid back via tax.
Two people earning 50k a year on a basic tax code would take home £3039.00 each. Total of £6078, plus full child benifit of £1076.40 (one child) £1788.80 (two children).
Total income for 2 children and salary =£7866.80
Yet if one member of the family is earning £60,000 which is the rate where child benifit is stopped, there total income for their family would be £3522.
This needs to be looked at.
