Change Use Class C3 wording to prevent LTD Company abuse of “Lawful Development”

What the petition asks
Planning regs. Use Class C3 wording should be changed to “up to six people living together as a single household and receiving care from non-residential carers” to stop multimillion £ Ltd Companies using private residential houses as care homes without requiring planning permission for change of use
Councils are consistently concluding that a change of use DOES occur.
Some are rejecting applications and some are issuing certificates on the basis that the change does not constitute a MATERIAL change in use in PLANNING TERMS.
Application DA/2015/0762 in Daventry District Council and SL/2016/0608 South Lakeland District Council were both submitted by the same company with a multi-million £ turnover citing the same evidence. One rejected, the other permitted.
