Re-evaluate the Council House Programme

What the petition asks
We need to re-evaluate the Council House Programme as Council houses should only be available to those in desperate need of local support and/or because they are facing homelessness (as long as they haven't made themselves intentionally homeless)
Council houses should only be available to those in desperate need of local support and/or because they're facing homelessness and then when they're back on their feet and are able to afford to either private rent or get a mortgage, the council should assist them with this, & then this council house can then be made available again for those who really need it. (Also need a large nationwide building programme to reimburse the council House stock, & until then the Right To Buy should be stopped)
