Get the courts to use the full power of their position.

.Handing out £100 fines and suspended sentences DOESNT work . . If the crime was something like Fraud they would possibly be fined and do community service. Make them clean out kennels/ stables
If they committed Murder/GBH it would be a long prison sentence. Animals are living creatures and rely on organisations like the RSPCA to speak for them. So do your part for them too.
