What the petition asks
To avoid irrational decisions by the population, test voters ability to reason before sanctioning them to vote on a nation level vote. A candidate must demonstrate a sound mind and capacity to think like a rational adult- present them with unbiased information and mark them on their conclusion.
In the recent past the willfully ignorant supported a campaign which had devauled the prospects of the country they sought to protect. Without adequate critical thinking skills and an incompetence to differentiate between fact and fiction, consequently they reached a conclusion based on invalid premises. They were prey to parties furthering their ambitions behind a facade of national pride consealing xenophobia and racism, they had been presented with a dilemma falacy and acted accordingly.
Why it was rejected
It was not clear what the petition asked the UK Government or Parliament to do.
We're not sure how you would like electors' understanding to be tested, the issues which would be examined or what threshold of knowledge and understanding would be required.
We're also not sure whether you are asking for a test to apply to voters, to candidates or to both.
Petitions need to call on the Government or Parliament to take a specific action. You could start a new petition explaining clearly what you would like the Government or Parliament to do.
