Give Blood bike charities road traffic act exemptions during an emergency

What the petition asks
Blood bike charities supply "out of hours" services transporting life saving blood, breast milk and many other essentials between hospitals. Currently they can uses emergency lights and siren when the hospitals need them to but must stop at a red light and not speed, this is defeating the object.
following exemptions to the road traffic act
(which apply to most blue light users) DO NOT apply to Emergency Blood Bikes:
ability to pass a red traffic light
ability to pass the wrong side of a keep left sign
exemption from obeying speed limits
ability to use the hard shoulder of a motorway
I would like to see a change in legislation to grant the blood bikes the same rights as any other emergency service to help save more lives. A few seconds is the difference between life and death!
