What the petition asks
The security services have been constantly restricted with regard to the phone tapping of suspected criminals/terrorists. We think a totally no holds barred approach should be adopted.

Petitions need to call on the Government or Parliament to take a specific action. We're not sure exactly what you mean by "total phone surveillance". In particular, we're not sure whether you want the power to tap someone's phone without restriction to apply to everyone, or only those suspected of a crime. You could start a new petition explaining clearly what you would like the Government or Parliament to do.
