People who don't pay for a taxi fare make it a criminal offence not civil matter

What the petition asks
Being a taxi driver trying to make a living can be difficult when a passenger refuses to pay for a fare or fines for soiling your vehicle. Calling the police and waiting around for them wastes your time and at the end of it they say it is a civil matter. Why is it not a criminal offence for robbery.
