The childcare Bill (2015) states:
Getting the funding right is essential for the successful delivery of the extended entitlement. The national average rates for both 2,3&4 yr olds will increase by at least 30pph.
Caroline Dineage(minister for early years) states:“The ability to deliver 30hrs childcare to all 3&4yr olds of working parents is dependent on getting the right funding package in place”.
This has not happened:
Current costs per hour per child average £5.50. Providers are paid £3.90 phpc (Liverpool) for15hrs funded childcare per week. A loss of £1.60 pcph. From Sept17 the rate is £4.10phpc for 30hrs childcare. A loss of £1.40 pcph with other supplements being cut by up to 2/3. meaning less money overall and no extra hours to sell at full rate.
