By-Elections required for elected officials that switch political affiliation

What the petition asks
A new rule is required if an elected official switches their political affiliation during the middle of a political term they should be required to stand in a By-Election as they no longer have a mandate from their constituents who voted them in.
This new rule is required due to the recent resignation of Douglas Carswell from Ukip he had a By-election when he switched his political affiliation from Conservative to Ukip but now believes he can skip that process and continue to stand a elected MP even though he has lost his mandate to do so.
