Gas, oil and solid fuel heating boilers, open-vented and unvented hot water cylinders and oil storage tanks are available without proof of the purchaser having any knowledge or understanding of safety and environmental regulatory control measures deemed necessary to achieve safe installations.

Unqualified persons purchasing controlled services do not have the necessary knowledge nor understanding to be able to purchase the correct type of equipment to enable a safe and legally compliant installation to be created.
Unqualified persons purchase drivers are perceived cost savings not the creation of safe installations.
Unqualified person purchases of Controlled Services leads to and encourages unqualified installation of same resulting in unsafe situations.
