What the petition asks
The CMS is a failure. They work in tandem with the Financial Investigations Unit & lie about this fact, stating they are enforcement not investigative, thus allowing parents liable for maintenance free to evade with impunity.

It is a widespread issue, to the tune of £4 billion, that non resident parents deceive their own families out of, enabled by an equally corrupt middle man.
This is not just or even decent, nor is it any measure of a right minded society, to use this as a yardstick for acceptability.
Parents have a moral & legal obligation to perform certain duties, one of which is financial support.
It's not a bargaining tool.
