review procedures for child maintenance service for non residency parents

What the petition asks

I am a father of 2 children that the mother refuses me access to by her own choice. The rights for dads is zero but I am still legally obliged to pay her CMS payments. I am using what I would be paying for court costs and legal fees as the best interests of the children is to see their dad not CMS
As I am not paying CMS due to funds going on court fees I am potentially going to be prosecuted or have an attachment of earnings. This is not right! What do the government really believe the best interests of the child are?
