Prevent St. Helens council from changing from 2 week to 4 week bin collections

What the petition asks
St. Helens council have already decided to wrongly charge extra on top of council tax to collect and recycle green waste they are now proposing to move from bi weekly to four weekly bin collections. This will off course lead to fly tipping and increase in vermin.
Why it was rejected
It asked for something that is not the responsibility of the UK Government or Parliament.
