Eliminate clause on disability bus pass preventing use from before 9:30 Mon-Fri

What the petition asks

Please eliminate the “black out” hours for the disabilities concession metro pass. Users are prevented from using the pass before 9:30 Mon through Fri.

Unfortunately, many places of employment start in the morning and travel is required before 9:30 in order to be prompt for attendance
