Compulsory liability insurance for dog owners, criminal offence to leave scene

What the petition asks

It is law if you damage someone's property they are entitled to compensation.
If my dog is attacked by another dog then it's owner should pay my vet bills. It should be a criminal offence for them not to give their details. The incident/history should then be reported/recorded to authorities/vets.
Records of how many times dog has attacked. The owner should be made to take dog to behavioural or correction training or the dog would need to be controlled on lead or muzzled in public.
Medical insurance should be owners choice but insurance to cover your dog attacking another dog/person compulsory. It protects both parties from expensive vet/claim costs.
We have compulsory car insurance. Dogs feel pain, trauma and so does the owner seeing their pet attacked.
