Make running a cat over and not reporting it illegal

What the petition asks
After losing my cat Bertie last April I discovered that it’s not illegal to stop and report it if you run a cat over, I’ve set up a petition already on change.org and have over 220,000 signatures already, I now need to transfer those signatures to this site.
The current petition has received tremendous support and has been all over the media. I’ve also met with Sir Oliver Letwin my local MP to get moving on this.
I feel for this to work all cats need to be legally microchipped and then involvement with the cats protection league and the RSPCA to set up a hot line to call if you run a cat over and can’t find the owner.
