Allow PWD to receive a blue badge without having to claim PIP

Many people with disabilities work and do not want to claim any government hangouts, however to receive a blue badge you must claim PIP and some don't want to do this, surely we should be given an option to not receive the handouts offered if you just need the badge.

People with disabilities who do not claim PIP can apply for a blue badge through their local authority. We're therefore not sure what further action you want the Government or Parliament to take.
