I would like help in getting cats the respect after being ran over they deserve

I would like help in getting 10,000 signatures because I think cats/kittens who have been run over by vehicles should be fined with a fixed penalty charge as a cat/kitten are still Family just like dogs and cost us money like dogs do so I demand cats should be treated with more respect.
