Make dog and cat runs planning permission exempt

What the petition asks
Dog and cat runs are a grey area in the planning regulations as they are not a fixed structure, removable, and can not be considered a livable so do not come under planning rules but are also a fence and attached to or next to the house which some councils consider requiring planning permission.
In relation to this, a conservatory, which is a livable space, a fixed structure, non removable, and increases the value of the property, does not require planning permission. This petition asks that the rules be amended to allow safe protection for our loved pets by allowing dog and cat runs extending no further that 4/5 meters from the rear wall of the original house the same as conservatories are 3/4 meters depending if the house is attached or detached.
