What the petition asks

Imagine being chained up, especially in extreme weather conditions such as hot sun, rain and freezing temperatures. It's not the way you would treat a human being, so why do people treat dogs like this? They need the basic needs like food, warmth, shelter and love.

I have grown up with dogs all my life, most of them rescued from homes that don't care for them properly or they're surplus to requirement. In Pennsylvania, USA, they have just passed "Libre's Law", which prosecutes owners for leaving their dogs chained outside under certain conditions.
