To ensure volunteers who dress up for charity organisations have DBS checks

At the moment any sex offenders even if they are on the sex offenders registry are allowed to dress in costume concealing their identity and carry out non-profit charity work even at events where children could be present and interacted with without any DBS checks. I would like a law to be passed to make such organisations responsible to carry out DBS checks on any present and new members by law
