Councils should be able to nominate people to a different council for downsizing

What the petition asks
The Government should extend the Right to Move to tenants who want to downsize. There are so many council tenants under occupying properties that bigger families desperately need.
All councils & housing associations should be giving tenants an incentive to move out of these bigger properties, like allowing a tenant to be nominated to a borough of the tenants choice. Local authorities shouldn’t be allowed to apply a local connection test if it could disadvantage tenants who need or want to move across local authority boundaries to downsize.
