Stop the practice of charging self funding OAPs higher care rates than councils

What the petition asks

Self funding residential care or nursing pensioners subsidise the fees for council patients by hundreds of pounds per week for exactly the same care. All fees should be transparent and equal for all clients. Councils must pay more, private funders should pay the equivalent rate to ensure fairness.
