Everyone breeding puppies must have a licence linked to the puppy's microchip.

What the petition asks

Dog breeders must all obtain a licence to breed. All litters and puppies should be listed onto a national database. All puppies must carry the licence details linked to their chip. No puppy should be sold without a chip, a licence certificate and a national database number.
If this system were introduced then linked to a (heavily reformed) Dangerous Dogs Act and a health monitoring system, breeders who persistently bred litters with poor temperaments or health problems could be identified and have their licences revoked. In one fell swoop this would put puppy farmers out of business almost overnight, help to solve the problem of health defects being bred into or promoted in some breeds and improve the quality and temperament of puppies for family pet homes.
