What the petition asks

I’m getting a letter asking for payment for disposing of my sharp bin ( I’m Diabetic type 1 ) it’s made me feel that I’m being penalised for having a illness and being responsible person for not throwing my needles in a bin and I would think any person that needs this service feels the same
