Make it illegal for school toilets to have no soap, toilet paper, or locks

What the petition asks
Currently I don’t believe it is illegal for schools to have insufficient hygiene standards in toilets. Many students avoid using toilets during school which can cause further health complications including kidney infections. This also encourages smoking, bullying, and vandalism.
