Stud dog owners need a lisence to breed

What the petition asks

I took my dog to an experienced stud dog owner, he advised he was going to put a muzzle on her as a precaution and fitted the muzzle too tight. I stressed to him that it was too tight and he ignored my concerns. This resulted in him suffocating my dog to death.
I contacted the local authority and they advised there are no laws requiring a stud down owner to have a lisence to breed so they were unable to do anything. If he was breeding female dogs they would have the authority to look into the matter.
