Change the law on buying and selling pets

What the petition asks

The law is to lenient on who can buy and sell pets, I want the government to introduce strict licence rules on who can breed and sell puppies, and I also believe there should be an offenders register for those who are convicted on animal cruelty to stop them buying again, that sellers can check.
