What the petition asks

"The main role of the Scottish Secretary is to promote and protect the devolution settlement. Other responsibilities include promoting partnership between the UK government and the Scottish government, and relations between the 2 Parliaments."

The devolution settlement clearly states that all powers not expressly reserved to Westminster are devolved. Upon leaving the EU, all powers returned which intersect with devolved competency must be devolved in full. The UK Withdrawal Bill Clause 11 undermines this fundamental principal of the devolution settlement. By his own actions in supporting this bill without meaningful debate, the Scottish Secretary has failed in his duty to protect the devolution settlement. He must resign forthwith.
