Recoup NHS treatment costs from anyone convicted of domestic violence offences.

What the petition asks
My plan would be to use the U.K. Courts system to recoup the costs of treating domestic violence victims by applying an additional financial penalty (to anyone convicted of domestic violence) that fully covers the costs of any NHS treatment that arises as a result of a person’s criminal act.
Every year, it is estimated, that it costs the NHS approximately £5.5 billions Sterling to treat victims of domestic violence. Please See link below.

Surely these NHS treatment costs could be recouped from anyone convicted of an offence of domestic violence or abuse by using the U.K Law Courts to apply an additional financial penalty to perpetrators of domestic violence offences?
