If a parent refuses child visitation then maintenance should be non-payable

What the petition asks
When a couple separate and the resident-parent still with the children refuses any visitation, then the other non-resident parent should not be held accountable for high child maintenance payments when they want to see the children.
Even if they haven’t got any money, the non-resident parent is still hounded to pay without any visitation rights. The stress caused by these situations is at times unbearable yet any non-paying parent is often seen as a bad parent when that’s not the actual case.
