Make all cycle paths and cycle lanes compulsory for all cyclists for safety.

Roads are increasingly dangerous with traffic increasing, Councils have spent millions of pounds creating cycleways which are not effectively used. Cyclists are putting their lives at risk by using the roads instead. Requiring cyclists to use cycleways, when available, should reduce fatalities.
