Open up Scottscraig apartments communal space in Newport-on-Tay

What the petition asks
The communal spaces in Scotscraig apartments in Newport-on-Tay Fife have been closed off and doors locked. This limits the inhabitants of the apartments who the majority if not all are elderly residents. Opening up this space will create a more interactive environment. Please Help!!!
My gran stays in this apartment building, and I know for a fact it would brighten her day, if she was given access to the communal area to interact with her neighbours without travelling far.
Why it was rejected
It asked for something that is not the responsibility of the UK Government or Parliament.
