Introduce a law which makes it legally binding to put an offer on buying a house

What the petition asks
Too many people in England now offer on multiple houses and then choose later on as to which one they want. This collapses chains and costs the time and money of other people trying to move house. This law could allow expenses to be recovered against the party that pulls out.
A commonly cited reason by people who do not want to move is that they fear a chain collapsing. Creating this law would ensure people to only offer on one house and therefore only complete one chain.
