What the petition asks

My daughter’s father has been out of her life since she was 7 months old. I need his consent for me to change her name or to take her out the country.

I have spoken with a lawyer who explained to me that I would need to find him and tell him about the name change and if he does not agree then we go to court, but we have no contact whatsoever. The same was told to me about taking her out of the country. I’m hoping to get something in place where if the dad/Mum is out of their life for 2 or more years then they lose their rights over these things.
