Applications for ILR - Standard service failure should be illegal

What the petition asks
Families are facing emotional distress from Home Office delays to process applications with some taking up to 2 years when their standard service is up to 6 months. During this time applicants are restricted on what to do since the passports are kept by HO and there’s no resident residence status.
The law should be changed so the Home Office can face legal sanctions if they fail to meet their standard service targets.
