What the petition asks
The Speaker of the House of Commons must be impartial and follow Parliamentary process. The current Speaker is not impartial, and has not followed Parliamentary process.
Why it was rejected
It was about honours or appointments, which petitions cannot cover.

The resignation of an MP, including the Speaker, would be an individual decision for that person, and not a decision for the Government or Parliament as a whole.
