Make it law to have every pet microchip registered to national insurance number

What the petition asks
If every pets microchip was registered to the owners national insurance number any pets dumped, lost and stolen etc would be able to be traced to their owner even if microchip details are out dated.
Too many dogs/ pets get dumped without any trace from their owners who walk away Scot free..everybody has a N.I and will always be able to be traced.
