What the petition asks
The EU (Withdrawal) Act 2018 has enshrined March 29th as exit day in law. Prorogation of Parliament would end the maneovering within Parliament that are clearly an attempt to frustrate our departure, and would make the end date, as well as the business environment a certainty, i.e. WTO rules.
Why it was rejected
There was already a petition about this issue. Duplicates are rejected so signatures collect in one place.
