Mandatory Reconsideration process, & Tribunal appeal process in particular giving unfair advantage to department over claimant.

Specifically: decisions by DWP can take 2 weeks to arrive ; (leaves claimant 2 weeks to respond) no record of when decision actually arrives at the claimants address.
