Require a Super Majority and a "Cooling Off Period" for all Future Referendums

What the petition asks
The chaos over the advisory referendum to leave the European Union has brought into focus all of the problems with the referendum system. It needs significant change to avoid this chaos in future.
This petition proposes that to enact legislative change, a super majority of 67% of the public should be required in all cases. A second referendum should be held after a "cooling off" period of no less than two years. If the super majority is not met in the first referendum, the second referendum need not take place.
