Address the excessive charges of VED on motorcycles

Motorcycles do not add to congestion
Motorcycles do not damage the road, in general weighing much less than the smallest cars
Motorcycles can be more economical than some cars that pay little or no VED yet have to pay in excess of £90 p.a
